Convert CELPIP-General to IELTS General Training, and back, one skill at a time. Both tests meet in CLB. IRCC publishes the two charts separately, so the match is approximate. Paragon issues official CELPIP scores. This page does not.

IELTS General Training is not the same band in every skill. CLB 9 listening is 8.0. CLB 9 reading, writing and speaking are 7.0.

There is no official direct conversion between CELPIP and IELTS. IRCC publishes CELPIP, IELTS General Training, and PTE Core against CLB for Express Entry, and the same English rows on the PGWP language-results chart. This page lines those charts up through CLB. The IELTS band shown for a CELPIP score is the band IRCC lists for that CLB, not an official CELPIP–IELTS pair.
Where IRCC prints one score for a CLB, a higher band that has not reached the next row stays at that CLB. Listening 7.0 is still CLB 7, because CLB 8 listening starts at 7.5. Reading 7.5 is still CLB 9, because CLB 10 reading starts at 8.0. Tables above show the cell IRCC prints. The form names the shared range when you enter a band in the gap.

CLB 9 — every skill is CLB 9. That is above the Federal Skilled Worker minimum (CLB 7 in each ability). The weakest skill decides eligibility.
Other programs use different minimums. Check the IRCC language-test chart.
An IELTS figure here is the band IRCC lists for that CLB on the General Training chart. It is not an official CELPIP–IELTS pair.
On the CRS criteria chart, the per-ability row for the first official language is higher at CLB 10 or more than at CLB 9. The amount depends on whether you apply with a spouse, so this page does not add up a CRS score. CELPIP 11 and 12 are in that same CLB 10 or more row as CELPIP 10. A 12 does not add more core points than a 10. Skill transferability is a separate chart. Its higher language row is CLB 9 or more on all four abilities, not a further step at CLB 10.
